Special State Protection Service :
- was named protection department (the 5th special division) of People’s Commissariat of Internal Affairs from 1931 to 1937,
- the 2nd division of Internal Affairs Department of Executive Committee of the city of Baku from 1938 to 1972,
- and protection department of Party-Soviet organs of Ministry of Interior of Azerbaijan SSR from 1972 to 1991. As per Decree No 355 of September 5, 1991 of the President of the Republic of Azerbaijan this department became Protection Department under the Office of the President. As per Decree No 485 of December 5, 1991 of the President of the Republic of Azerbaijan it is named Protection Department of Supreme State Power and Administrative Organs under Ministry of Internal Affairs. National Guard was established on December 25, 1991 The President of the Republic of Azerbaijan signed Decree No 585 of February 25, 1992 “On Establishment of Presidential Security Service and Protection Department of Supreme State Power and Administrative Organs on the basis of Protection Department of Supreme State Power and Administrative Organs under Ministry of Internal Affairs”. The Head of Supreme Soviet (carrying out the Presidential authorities) signed Decree No 734 on August 23, 1993 “On Establishment of Head Protection Department of Supreme State Power and Administrative Authorities on the basis of Protection Department of Supreme State Power and Administrative Authorities and National Guard and on being under command of the President of the Republic of Azerbaijan”. According to the Decree No 913 of May 2, 2002 the Head Protection Department of Supreme State Power and Administrative Authorities was called Special State Protection Service of the Republic of Azerbaijan. The Statue about Special State Protection Service was approved by the Decree No 872 of May 31, 2003 of the President of Azerbaijan Republic. Following the above-mentioned Decree Export Oil and Gas Pipelines Security Department was established within the structure of Special State Protection Service and its Statue was approved by the Decree No 873 of May 31, 2003.
The Special State Protection Service has passed a glorious fighting way. Military servicemen of the Special State Protection Service took part in the struggle for the territorial integrity of the Republic of Azerbaijan with honor and showed samples of heroism. In battles for liberty of occupied lands by the enemy 13 servicemen were perished, 21 militants were missing and 55 servicemen were seriously wounded. 15 wounded servicemen became invalids. For the shown courage, serviceman of the Special State Protection Service, regiment commander of National Guard, major Afghan Garakhan oglu Husseinov was given the rank of National Hero of Azerbaijan (after death) following the Decree of January15, 1995 of the President of the Republic of Azerbaijan. Sergeant Hadjialiyev Jamal Shakirovich was awarded with the order “Flag of Azerbaijan” (after death) following the same Presidential Decree.
According to the Decree of December 24, 1995 of the President of the Republic of Azerbaijan, 3 servicemen of Special State Protection Service were awarded with order “Flag of Azerbaijan”, 46 servicemen with medal “For Military Services”. 3 servicemen were awarded with the order “Flag of Azerbaijan”, 23 servicemen with the medal “For Military Services” and 14 servicemen with the medal “For Heroism” according to the other Decree of December 26, 1998.
