 In remote ages protection activity was organized by special guarding groups and guards selected
from military units. Guard is from Italian origin means “privileged special military unit”. But the protection
detachments with guard origin appeared in the slavery period and functioned as a guard of monarchs and warlords.
 The term of Guard for the first time was used in the 12th century in Italy to express the name of
detachment protecting the state flag. Guard was established in France, England, Switzerland, Prussia in the 15th
century, in Japan in the 17th century, in some other countries in 19th century. Peter the First established the
first guard in Russia in 1687. In the east guard as a special part of guarding units consisting of slaves and
mercenaries was formed in the Middle Ages.
National Guard for the first time was formed in Paris during
France revolution. In Azerbaijan the formation of protection affairs were started in 1918-1920, in the period of
Azerbaijan National Republic. Gaining its independence after the disintegration of the USSR was given a start to
the search of optimal management forms corresponding to the new conditions leading reorganizations in
administrative organs as well as in political, economical, legislative systems. Importance of protection increased
gradually, its structure was improved and enlarged.  National Guard was founded on December 25,1991.
Its Statue, structure and official duty salaries were approved. In early years military service in National Guard
was voluntary on the basis of two-year contract. The selection of personal staff was carried out with the help of
human resources of Ministry of National Security, Ministry of Internal Affairs and Ministry of Defense. As per
Decree of July 31, 1992 the staff of the National Guard was increased. In this connection a regiment was
established in the National Guard.
